Description
By default, active customer VPSes are booted when the host is booted. If a VPS has been purposefully shut down by the customer then it will be booted again regardless, which could cause problems or confusion.
A preference for this should be added so that customers can control whether their VPSes are booted on host boot. Possible values could be "yes", "no" and maybe "last state" (if running at host shutdown then boot at host bootup, otherwise do not boot). Default should be either "yes" or "last state".
