Add a "Technical" role to the address book

Description

It's quite common to have accounts that are owned by someone non-technical, e.g. a business owner, but managed by someone else who may even be a contractor or consultant.

We do not currently have an address book role that fits for such a person, and the main contact is left to receive communications that can be highly technical in nature.

We propose to add a new role, "Technical". Contact records assigned to this role would receive technical communications about the account, including notification of maintenance work and scheduled outages.

As usual if no one is assigned then the main contact continues to receive those communications.
