Run a 64-bit rescue environment

Description
A couple of customers have managed (generally through use of the rescue environment) to install a 64-bit VPS even though BitFolk currently only officially supports 32-bit guests. Unfortunately these customers can't really then use the rescue environment because its 32-bit kernel can't execute any of their 64-bit userland.
As an interim measure a 64-bit rescue environment should be provided. This would still be able to work with a 32-bit userland, such as a chroot.
Issue #27 (support 64-bit distributions) will require this also.
